Waist: Measure the narrowest part of your waist.
Hip: Stand with your feet together. Measure the circumference of the widest parts of your hips and fullest parts of your butts.
Inside Leg: Measure your inner leg from your crotch to where you want your pants to fit on your ankle.
Length: Measure from your waist to where you want your pants to fit on or near your ankle.
